Section 2-11-31 Definitions. For the purposes of this article, the following terms shall have
the following meanings, respectively, unless the context otherwise requires: (1) CAPABLE OF
USE AS HUMAN FOOD. Such term shall apply to any catfish or part or product thereof, unless
it is denatured or otherwise identified as required by regulations prescribed by the commissioner
to deter its use as human food or unless it is naturally inedible by humans. (2) CATFISH.
Any species of the scientific order Siluriformes or family Anarhichadidae. (3) COMMISSIONER.
The Commissioner of Agriculture and Industries of the State of Alabama. (4) DIRECT RETAIL

Section 41-22-3 Definitions. The following words and phrases when used in this chapter shall
have the meanings respectively ascribed to them in this section, except when the context otherwise
requires: (1) AGENCY. Every board, bureau, commission, department, officer, or other administrative

have the meanings given to them in this section unless the context clearly indicates otherwise:

Section 41-23-213 Grant program; rulemaking authority; Alabama Broadband Accessibility Fund.
(a) The Director of ADECA may establish and administer the broadband accessibility grant program
for the purpose of promoting the deployment and adoption of broadband Internet access services
to unserved areas. By June 26, 2018, the director shall adopt rules and policies to administer
the program and begin to accept applications for grants, and shall adopt such rules as may
be necessary to meet the future needs of the grant program. (b) The program shall be administered
pursuant to policies developed by ADECA in compliance with this article. The policies shall
provide for the awarding of grants to non-governmental entities that are cooperatives, corporations,
