Section 32-8-3 Powers and duties of department. (a) The department shall prescribe and provide suitable forms of applications, certificates of title, notices of security interests, and all other notices and forms necessary to carry out this chapter. (b) The department may do any of the following: (1) Make necessary investigations to procure information required to carry out this chapter. (2) Adopt and enforce reasonable rules to carry out this chapter. (3) Assign a new identification number to a vehicle if it has none, or its identification number is destroyed or obliterated, or its motor is changed, and shall issue a new certificate of title showing the new identification number. (4) Revoke the authority of a dealer or other person appointed by the department to act as a designated agent under this chapter and rules adopted thereunder when it finds that the dealer or other person has failed to faithfully perform his or her duties under this chapter or has been convicted of violating...

Section 2-8-133 Collection of assessment; disposition. In the event a majority of the producers eligible for participation in a referendum conducted under the provisions of this article and voting therein, shall vote in favor of the assessment, then the assessment shall be collected annually for three years, as set forth in the call for the referendum, and the collection of the assessment shall be under such method, rules, and regulations as may be determined by the organization conducting the referendum. (a) Any brake fluid sold, offered for sale, kept for sale, or distributed in this state which is in violation of any of the provisions or requirements of this article, or rules and regulations promulgated under it, or which is not registered as required under this article shall be subject to suspension from sale, seizure and condemnation pursuant to the provisions of Article 2, Chapter 2 of Title 2, and shall be subject to all of the provisions of said Article 2. No milk shall be shipped or transported into the State of Alabama from another state unless such milk is produced and handled under sanitary conditions no less adequate in protection of public health than milk produced in the State of Alabama.
