upon the commissioner, with the approval of the State Board of Agriculture and Industries,
to establish rules and regulations not inconsistent with law for the conduct, management and
operation of cotton gins, the separation of sand or other foreign material from the lint or
seed, the character, amount and weight of bagging and ties to be used, the marking or tagging
of cotton, the records to be kept, reports made as to ginning and other like matters that

with the approval of the Governor, is hereby authorized to designate as "livestock theft
investigator" any employee or employees of the Department of Agriculture and Industries
