Section 2-8-291 Penalty for failure to deduct and pay over assessment; inspection of
books and records; injunctions. (a) Any dealer, handler, processor, buyers or other distributors
of catfish feed who willfully fails or refuses to deduct and pay to the Commissioner of Agriculture
and Industries any assessment required to be so deducted and remitted to the commissioner
shall be guilty of a misdemeanor and, upon conviction thereof, in addition to other penalty
provided by law, shall be fined in an amount equal to three times the amount of the assessment
he failed or refused to collect and remit as required under this article. Any distributor

or his authorized agents and employees to inspect and review his books and records which disclose

Section 2-3-23 Promulgation and enforcement of rules and regulations; posting of rules;
penalty. The Commissioner of Agriculture and Industries is empowered and authorized, with
the approval of the State Board of Agriculture and Industries, to promulgate and enforce such
rules and regulations, as in the opinion of the commissioner, shall be necessary to carry
out the purposes of this article. Any rules and regulations made and promulgated shall be
posted in a conspicuous place at each structure, facility or market. When so promulgated and

Section 27-60-2 Interstate Insurance Product Regulation Compact. The State of Alabama
hereby agrees to the following interstate compact known as the Interstate Insurance Product
Regulation Compact: ARTICLE I. PURPOSES. The purposes of this compact are, through means of

Section 2-16-3 Permit required; refusal or revocation of permit; appeal and review.
(a) No person, firm or corporation shall operate a public hatchery, and no chick dealer or
jobber shall operate within this state without first obtaining an annual permit from the state
Commissioner of Agriculture and Industries to so operate. The fee to be paid for such annual
permit shall be established by the Board of Agriculture and Industries not to exceed sixty
dollars ($60), which shall be due and payable on January 1 of each year; and, unless such
permit fee is paid within 30 days, a 15 percent delinquent penalty shall be added. All permit
fees, including delinquent penalty fees, shall be paid into the Agricultural Fund of the State

certifications. The Commissioner of Conservation and Natural Resources may establish and promulgate
reasonable rules and regulations, not in conflict with the laws of this state, concerning
