Section 2-15-69 Right of entry and inspection by commissioner, State Veterinarian, etc.;
interference with performance of duties by commissioner, State Veterinarian, etc. (a) The
commissioner, the State Veterinarian or their duly authorized agent, including livestock market
inspectors and livestock theft investigators of the department, are hereby authorized and
may enter upon the premises of any livestock market or into any buildings on such premises
at all reasonable hours for the purpose of examining and inspecting such premises, buildings
or other structures located on such premises in enforcing the provisions of this division.
The commissioner, the State Veterinarian or their duly authorized agents, including livestock

Section 27-21A-14 Regulation of producers. (a) Unless exempted pursuant to subsection
(c), health maintenance organizations in this state shall only solicit enrollees or otherwise
market their services through producers duly licensed in accordance with Chapters 7 and 8A
of this title. (b) The commissioner shall, after notice and hearing, promulgate such reasonable
rules and regulations as are necessary to provide for the licensing of producers. (c) The
commissioner may, by rule, exempt certain classes of persons from the requirement of obtaining

In order to determine whether or not each such pipeline system is operating in compliance
with the required safety standards and to enforce such compliance, the Alabama Public Service
Commission shall have the right, power and authority to promulgate reasonable rules and regulations
to facilitate such purposes. It may require each such pipeline system to make, maintain and
file such books, papers, records and documents as the commission may deem necessary, which
books, papers, records and documents shall be made available to members of the commission
