(a) The Commissioner of Agriculture and Industries, with approval of the State Board of Agriculture and Industries, may establish, conduct, and maintain poultry disease diagnostic laboratories for the purpose of diagnosing, treating, eradicating, preventing, and controlling infectious and contagious diseases of poultry.
