Section 2-5A-35 Refunding bonds. (a) Any bonds issued by the Department of Agriculture and
Industries pursuant to this article may from time to time thereafter be refunded by the issuance
of refunding bonds of the Department of Agriculture and Industries; provided, however, that
no refunding bonds shall be issued unless the present value of all debt service on the refunding
bonds, computed with a discount rate equal to the true interest rate of the refunding bonds
and taking into account all underwriting discount and issuance expenses, shall not be greater
than 97 percent of the present value of all debt service on the bonds to be refunded, computed
using the same discount rate and taking into account the underwriting discount and other issuance
expenses originally applicable to such bonds, determined as if such bonds to be refunded were

Section 2-8-12 Collection of assessments; deductions for expenses. In the event the required
number of cattle owners approve, by a referendum as provided in this article, the levying
of an assessment upon the sale of cattle for a promotional program, the Commissioner of Agriculture
and Industries shall, within 30 days, notify in writing every person licensed to operate a
livestock market under authority of Sections 2-15-60 through 2-15-71, as well as every person
who operates a meat packing or slaughter establishment which buys cattle or calves directly
from the producer, that on or after the date designated in such notice, which shall be not

Section 2-11-56 Inspection of farm products and fish; certificate. The commissioner or his
duly authorized agents may inspect farm products and fish marked, branded or labeled in accordance
with official grades or standards established and promulgated by the said commissioner, with
the approval of the Board of Agriculture and Industries, for the purpose of determining and
certifying the quality and condition thereof and other material facts relative thereto. Certificates
issued in pursuance of such inspection and executed by the inspector shall state the date
and place of inspection, the grade, condition and approximate quality of the farm products
and fish inspected and such other pertinent facts as the said commissioner, with the approval

Section 2-8-291 Penalty for failure to deduct and pay over assessment; inspection of books
and records; injunctions. (a) Any dealer, handler, processor, buyers or other distributors
of catfish feed who willfully fails or refuses to deduct and pay to the Commissioner of Agriculture

of any article, substance, material or product, the sale of which is regulated under the provisions
of this title or any other provision of this Code or other statute which the Commissioner,
