Section 15-22-36 Authority to grant pardons and paroles, remit fines and forfeitures, etc.;
notice of board action. (a) In all cases, except treason and impeachment and cases in which
sentence of death is imposed and not commuted, as is provided by law, the Board of Pardons
and Paroles, after conviction and not otherwise, may grant pardons and paroles and remit fines
and forfeitures. (b) Each member of the Board of Pardons and Paroles favoring a pardon, parole,
remission of a fine or forfeiture, or restoration of civil and political rights shall enter
in the file his or her reasons in detail, which entry and the order shall be public records,

Section 16-25-20 Management of funds. (a) (1) The Board of Control shall be the trustees of
the several funds of the Teachers' Retirement System created by this chapter as provided in
Section 16-25-21, and shall have full power to invest and reinvest the funds, through its

Section 16-50-26 Meetings. The first meeting of the Board of Trustees of Alabama State University
after all members have been appointed shall be upon the call of the president of the board.
The board shall hold regular meetings on the first Thursdays in May and November at the university

Section 17-16-21 Recount procedures. (a) Any person with standing to contest the election under
Sections 17-16-40 and 17-16-47 may petition the canvassing authority for a recount of any
or all precinct returns. The time period for requesting a recount begins with the production
of the certificate of result and ends 48 hours after the official canvass of county returns.
The canvassing authority is the canvassing board in general elections and the county executive
committee in a party primary. The petitioner must be prepared to pay the cost of the recount
and shall give security to cover these costs. The canvassing authority shall set the amount
of the security based upon an estimate of actual costs. The costs shall be kept to a minimum
by using county personnel or volunteer workers whenever possible. However, the recount must
be conducted under the supervision of a trained and certified precinct election official.

Section 17-6-28 Requirements for write-in votes. (a) Write-in votes shall be permitted only
in non-municipal general elections and shall be counted as provided in this section based
on one of the following: (1) Upon a determination that the number of write-in votes for a
specific office is greater than or equal to the difference in votes between the two candidates
receiving the greatest number of votes for the specific office. (2) Upon a written request
satisfying the requirements in subsection (i). (b) The ballot for a non-municipal general
election must be constructed so that the voter can mark a write-in vote for each office in

Section 27-5B-8 Certified reinsurer. (a) Credit shall be allowed when the reinsurance is ceded
to an assuming insurer that is certified by the commissioner as a reinsurer in this state
and secures its obligations in accordance with the requirements of this section. In order
to be eligible for certification, the assuming insurer shall meet all of the following requirements:

Section 45-17-91.23 Creation of Shoals Economic Development Fund; purposes for which moneys
in such fund may be expended. (a) There is created the Shoals Economic Development Fund, which
shall be a special or trust fund or account of the committee, and which shall be administered
