Section 17-2-4 Voting system requirements; vote standards; uniform polling system; purchase of equipment. (a) On or before January 1, 2005, each voting system used in an election shall meet the following requirements: (1) The voting system shall: a. Permit the voter to verify, in a private and independent manner, the votes selected by the voter on the ballot before the ballot is cast and counted. b. Provide the voter with the opportunity, in a private and independent manner, to change the ballot or correct any error before the ballot is cast and counted, including the opportunity to correct the error through the issuance of a replacement ballot if the voter was otherwise unable to change the ballot or correct any error. c. (a) A certificate registered under this chapter may be amended only in accordance with this chapter and rules adopted by the board to protect the integrity and accuracy of vital records. (b) A certificate that is amended under this section shall be marked "AMENDED" except as otherwise provided in this section. After completing and signing the certificate of result, the election officials shall seal the ballots, certificates, and other records as follows: (1) Where precinct ballot counters are used: a.
