Section 16-18A-4 Powers and duties. The purpose of the authority shall be to assist institutions
for higher education in the construction, financing and refinancing of the projects. The exercise
by the authority of the powers conferred by this chapter shall be deemed and held to be the
performance of an essential public function. For the purpose of this chapter, the authority
shall have the powers and duties set forth in this section. (1) To adopt an official seal
and alter the same at its pleasure. (2) To sue and be sued in contract and in tort and to
complain and defend in all courts of law and equity. (3) To maintain an office at such place
or places as it may designate. (4) To determine the location and character of any project
financed under this chapter, to acquire, construct, reconstruct, remodel, maintain, manage,

Section 41-15A-6 Definitions; duties of board. (a) As used in this chapter, the following words

Section 5-13B-26 Examinations; periodic reports; cooperative agreements; assessment of fees.
(a) To the extent consistent with subsection (c), the superintendent may make such examinations
of any branch established and maintained in this state pursuant to this article by an out-of-state
state bank as the superintendent may deem necessary to determine whether the branch is being
operated in compliance with the laws of this state and in accordance with safe and sound banking
practices. The provisions of Chapter 3A, Title 5, shall apply to such examinations. (b) The
superintendent may prescribe requirements for periodic reports regarding any out-of-state
bank that operates a branch in Alabama pursuant to this article. The required reports shall

Section 16-13-147 Payment of teachers' salaries when due. It shall be the duty of county and
city boards of education to pay teachers' salaries promptly when due and, if funds on hand
are insufficient, to secure such current loans as are necessary to pay teachers' salaries
and other current expenses when due in accordance with the provisions of Section 16-13-145.
If any board of education fails to pay the salaries of its teachers in its employ for any
month within 10 days after such salaries are due, the county or city superintendent of education,
as the case may be, must on the eleventh day of such delinquency make a full and complete
