Section 16-39-5 Responsibilities of State Board of Education. The State Board of Education shall adopt regulations covering: (1) The qualifications of specialists for each type of exceptionality and standards for certification of exceptional children; (2) Minimum standards of instruction and special services to be provided for each type of exceptionality at each age or grade level; (3) Reasonable qualifications for teachers, instructors, therapists and other personnel needed to work with exceptional children; (4) Guidelines for suitable five-year incremental plans for implementation of the program set forth in this chapter for various types of typical situations likely to be encountered by school boards in the State of Alabama; and (5) Such other rules and regulations as may be necessary or appropriate for carrying out the purposes of this chapter. Every Alabama student shall be given instruction in grades kindergarten through twelve to prepare him or her to enter the world of work and/or to complete course work at the postsecondary level. (a) The State Board of Education may promulgate necessary rules and regulations for the effective administration of the Alabama Science in Motion Program, in accordance with applicable state laws.
