Section 16-25-19 Administration. (a) The general administration and responsibility for the proper operation of the retirement system and for making effective the provisions of this chapter are hereby vested in a board of trustees which shall be known as the Board of Control and shall be organized immediately after a majority of the trustees provided for in this section shall have qualified and taken the oath of office. (b) The board shall consist of 15 trustees as follows: (1) The State Superintendent of Education, ex officio. (2) The State Treasurer, ex officio. (3) The state Director of Finance, ex officio. (4) Twelve elected members of the retirement system. (a) All fees, commissions, taxes, and other monies, including fines and forfeitures, received under this subpart shall be paid to the racing commission and shall be remitted by it to the county treasurer for deposit in the county treasury to the account of the Mobile County Racing Commission as directed by the racing commission. Section 16-1-32 Debit cards; authorized uses; transaction fees. (a) The board of trustees or any other governing body of a public institution of higher education as defined in Section 16-5-1 may establish a program which provides students enrolled at the institution with debit cards issued by the institution. This specific authority shall exist in addition to any pre-existing authority to establish such a program conferred elsewhere by the Constitution of Alabama of 1901, or statute. Section 16-5-15 Submission of facilities master plans by public institutions of higher education; review by commission; freeze on construction and acquisitions; prioritization of capital budget requests; exemption of facilities on military reservation. (a)(1) Each public two-year and four-year institution of higher education shall submit to the commission a facilities master plan.
