Section 16-60-309 Disbursement of state funds through grant procedure. (a) The center shall evaluate grant proposals based on all of the following criteria: (1) The relevance of such proposal to the purpose for which such grants are made, as stated in Section 16-60-305. (2) The extent to which such grant proposal advances the program objectives of the center. (3) The ability of the grant recipient to fulfill the objectives of the grant proposal. (4) The extent to which the grant proposal can benefit the greatest number of citizens. To increase public confidence in the fairness of the state tax system, the state shall provide an independent agency with tax expertise to resolve disputes between the Department of Revenue and taxpayers, prior to requiring the payment of the amounts in issue or the posting of a bond, but after the taxpayer has had a full opportunity to attempt settlement with the Department of Revenue based, among other things, on the hazards of litigation.
