(a) There is created the Personnel Board of the Office of the Sheriff of Etowah County which shall be composed of five members. The committee shall consider the merit of textbooks offered for use in the public elementary and high schools of the state and make recommendations for approval or rejection, or both, to the State Board of Education as hereinafter provided.
