Section 16-65-5 Powers of authority. The authority shall have all of the following powers:
(1) To adopt an official seal and alter the same at its pleasure. (2) To sue and be sued in
contract and in tort and to complain and defend in all courts of law and equity. (3) To maintain
an office at such place or places as it may designate. (4) To borrow money and to issue bonds
for the purpose of making equipment loans to educational institutions to finance equipment
costs, and to provide for the rights of the purchasers, holders, or owners of such bonds.
(5) To make equipment loans to any public educational institution in order to finance equipment
costs, which equipment loans may be evidenced or secured by loan agreements, promissory notes,
security agreements, trust indentures, or such other instruments, and upon such terms and
conditions as the board of directors of the authority shall determine to be reasonable. (6)

Section 12-15-314 Dispositions for dependent children. (a) If a child is found to be dependent,
the juvenile court may make any of the following orders of disposition to protect the welfare
of the child: (1) Permit the child to remain with the parent, legal guardian, or other legal
custodian of the child, subject to conditions and limitations as the juvenile court may prescribe.
(2) Place the child under protective supervision under the Department of Human Resources.
(3) Transfer legal custody to any of the following: a. The Department of Human Resources.
b. A local public or private agency, organization, or facility willing and able to assume
the education, care, and maintenance of the child and which is licensed by the Department

Section 45-36-162 Distribution of payments. (a) Any payments coming into the treasury of Jackson
County that are derived, directly or indirectly, from payments by the Tennessee Valley Authority
in lieu of payment of taxes shall be appropriated as follows: (1) One percent to the Jackson
County Economic Development Fund paid to the fund monthly until it reaches a balance of one
million dollars ($1,000,000); the payments shall continue whenever the balance in the fund
drops below one million dollars ($1,000,000). The county commission may invest the funds to
the benefit of local governments and entities in the county, and expend the same for disaster
relief in the county or for any economic purpose that benefits the county, including, but
not limited to, any activity or purpose which provides an incentive for the creation or retention
