Section 16-13-166 Collection of tax. The tax collector shall collect such special tax in the
same manner and under the same requirements and laws as taxes of the state are collected,
shall keep said amount separate and apart from all other funds, shall keep a clear and distinct
account thereof and shall turn the same over to the custodian of county school funds whose
duty it shall be to receipt therefor. The county board of education shall apportion the same

by the Legislature, including the costs of fringe benefits, not covered by an adjustment to
the hold harmless allowance. (b) Prior to using its capital outlay allowance for salary increases
mandated by the Legislature, including the costs of fringe benefits, the local board of education,
by a majority vote, must adopt a resolution transferring the capital outlay allowance to the
general fund of the local board and earmark the funds for salary increases and associated

Section 16-23-3 Provisional certificates. (a) It is the intent of the Legislature that the
State of Alabama shall modify its policies relative to the certification of teachers to permit
an expanded alternative certification program for prospective teachers for grades six through

Section 16-3-16 Teachers' training and certification; reciprocity. (a) Subject to the provisions
of Chapter 23 of this title, the State Board of Education, through its executive officer,
shall prescribe rules and regulations governing the training and the certification of teachers
in the public schools of the state, and for the acceptance of the diplomas of the colleges

(a) County commissions of counties of Alabama are hereby authorized to make appropriations
to county boards of education to be used in providing classrooms, laboratories and shops for
use in teaching vocational subjects and for maintaining such vocational departments after
they have been established; provided, that such appropriations may only be made for use in
