Section 34-1A-3 Powers of board. The board shall have all of the following powers: (1) License
and regulate persons and business entities who hold themselves out as engaging in the business
of alarm system, CCTV, or electronic access control system installation or service, as a locksmith,
or as an alarm monitoring company. (2) Establish the qualifications for licensure to ensure
competency and integrity to engage in these businesses and allow graduates of technical school
or community college programs in related fields to qualify. Qualifications for licensure shall
include the requirement that the applicant is a United States citizen or legally present in
this state. (3) Examine, or cause to be examined, the qualifications of each applicant for
licensure including the preparation, administration, and grading of examinations, and when

Section 41-21-1 Distribution of sets of state code to agencies, departments, etc., by Secretary
of State. (a) It shall be the duty of the Secretary of State, on publication and delivery

Section 16-60-117.1 Training on recognition, prevention, and reporting of human trafficking.
(a) Any trade school or junior college, as defined in Section 16-60-81, offering instruction
in the operation of commercial motor vehicles as part of the driver training school shall
offer, as part of the commercial motor vehicle driving course curriculum, industry specific
training on the recognition, prevention, and reporting of human trafficking. (b) The Board
of Trustees of the Alabama Community College System shall be responsible for ensuring the
instruction requirements in subsection (a) are met. The board, in conjunction with organizations

proper operation of the retirement system and for making effective the provisions of this

Section 34-14A-20 Alabama Construction Trade Academy Fund; Alabama Construction Trade Advisory
Council; applications for funding; program guidelines. (a) The Alabama Construction Trade
Academy Fund is established in the State Treasury. The fund shall be comprised of federal,
state, and private funding through direct budgetary funding and grants for the expansion of
construction trade education. To the extent practicable, monies in the fund shall be used
to leverage other forms of funding from private sources. A percentage of matching funds, as
established by the advisory council, must come from private, non-governmental sources. The
