Section 16-6F-6 Authorization of establishment; Alabama Public Charter School Commission;
registration requirements; powers and duties of authorizers. (a) Eligible authorizing entities.
(1) A public charter school shall not be established in this state unless its establishment
is authorized by this section. No governmental entity or other entity, other than an
entity expressly granted chartering authority as set forth in this section, may assume
any authorizing function or duty in any form. The following entities shall be authorizers
of public charter schools: a. A local school board, for chartering of schools within the boundaries
of the school system under its jurisdiction, pursuant to state law. b. The Alabama Public

Section 40-18-135 Definitions. The following definitions apply to this article: (1)
APPROVED BASIC SKILLS EDUCATION PROGRAM. A basic skills education program that has received
written approval from the Alabama Department of Education pursuant to this article. (2) BASIC
SKILLS EDUCATION PROGRAM. An approved employer provided or employer sponsored education program
that enhances basic skills of employees up to and including the twelfth grade functional level.
(3) COSTS OF EDUCATION. Direct instructional expenses incurred for or relating to instructors,
materials, or equipment used in the qualifying program, or for supplies, textbooks, or salaries,
including compensation paid to employees while participating in an approved basic skills education
program. (4) EMPLOYEE. An individual resident of Alabama who is employed for at least 24 hours
per week by the employer seeking the tax credit and who has been continuously employed for

Section 16-41-4 Administration of chapter by State Superintendent of Education; priorities
for implementation. (a) The State Superintendent of Education shall administer this chapter
pursuant to regulations adopted by the State Board of Education. In administering this chapter,

within 2,000 feet of a K-8 public school. (a) For the purposes of this section, the
term public school means kindergarten through grade 8, inclusive, of those educational institutions

Section 41-4-66 Online database of requests for a proposal for a public contract. (a)
The Division of Control and Accounts with the State Department of Finance shall establish
and maintain and post on the state's website a statewide database of each request for a proposal
for a public contract by the State of Alabama, any agency, board, commission, or department
of the state which receives state or federally appropriated funds, the State Board of Education,

local board of education shall be audited as early as possible after the end of the fiscal
