Section 16-22-12 Cost-of-living adjustment for public education employees; miscellaneous pay provisions. (a) The State Budget Officer shall allocate to the State Board of Education, the Board of Trustees of the Alabama Institute for Deaf and Blind, the Board of Youth Services Department District, the Alabama School of Fine Arts, and the Alabama High School of Mathematics and Science, for disbursement to the employees thereof funds based on the following criteria. It is not the intent of the Legislature to make an appropriation in this section. (1) CERTIFICATED PERSONNEL (K-12). Section 16-3-16 Teachers' training and certification; reciprocity. (a) Subject to the provisions of Chapter 23 of this title, the State Board of Education, through its executive officer, shall prescribe rules and regulations governing the training and the certification of teachers in the public schools of the state, and for the acceptance of the diplomas of the colleges and universities of Alabama, as well as of other states. (a) A formula for the determination of professional units and other operating expenses, based upon eligible students, shall be developed by the State Department of Education. (a) It is the intent of the Legislature that the State of Alabama shall modify its policies relative to the certification of teachers to permit an expanded alternative certification program for prospective teachers for grades six through 12.
