Section 16-6G-3 Task force to make recommendations; membership; meetings; approved systems. (a) The State Superintendent of Education shall convene a standing task force by December 1, 2019, to provide recommendations for comprehensive core reading and reading intervention programs, a state continuum of teacher development for approved science of reading pursuant to subsection (e) of Section 16-6G-6, and an annual list of vetted and approved assessments that are valid and reliable reading screening, formative, and diagnostic assessment systems for selection and use by local education agencies. The task force shall meet in regular session at least twice a year. All appointing authorities shall coordinate their appointments so that diversity of gender, race, and geographical areas is reflective of the makeup of this state. Section 16-16-15 Incentive fund and council. (a) There is hereby created the Alabama Public School and College Education Incentive Fund (Incentive Fund). Fifty-five million dollars ($55,000,000) from the first series of bonds issued pursuant to Act 2007-415 shall be deposited into the Incentive Fund. (b) There is hereby created the Alabama Public School and College Education Incentive Fund Council. The council shall be made up of the State Superintendent of Education; the Director of Finance; one member, who shall not be an elected official, appointed by the Governor; the Lieutenant Governor; the Chair of the Senate Finance and Taxation-Education Committee; and the Chair of the House Education Appropriations Committee.
