(a) Competitive bids for entities subject to this article shall not be required for utility services, the rates for which are fixed by law, regulation, or ordinance, and the competitive bidding requirements of this article shall not apply to: (1) The purchase of insurance. (a) In any case in which an offender is admitted into a pretrial diversion program established under this division, there shall be a written agreement between the district attorney and the offender. The agreement shall include the terms of the pretrial diversion program, the length of the program, as practicable as possible, the costs of the program to the offender, and the period of time after which the district attorney must dispose of the charges against the offender. Section 41-15B-2 Children First Trust Fund. (a) There is established a special fund in the State Treasury to be known as the Children First Trust Fund. (b) The existence of the fund is contingent upon the receipt by the state of tobacco revenues.
