Section 11-81-4 Issuance of refunding interest-bearing certificates of indebtedness, warrants
or notes by municipalities; pledge of tax, revenues, etc., for payment of principal and interest
on same. The governing body of any municipality in this state is hereby authorized to issue,
without an election, refunding interest-bearing certificates of indebtedness or refunding
interest-bearing warrants or refunding interest-bearing notes maturing at such time or times
as the governing body may determine, not exceeding 30 years from their respective dates, for

Section 11-99A-14 Payment of assessments. (a) Each assessment shall constitute a lien on the
property assessed in the amount of the assessment with respect to that parcel of land, as
provided in the final assessment, forecloseable as provided in this chapter. The assessment
shall be payable either within 30 days after the final assessment or over such term as may
be determined by the board. If the assessment is to be paid over a term, the assessment shall
accrue interest and be payable periodically, monthly, quarterly, semiannually, annually, or

Section 9-9-40 Bonds - Remedies and proceedings upon default. (a) If any installment of principal
and interest evidenced by any bonds issued under the provisions of this article shall not
