Section 16-11-5 Meetings; officers; rules of procedure; majority vote. The city board
of education shall hold its annual meeting each year at its first regular meeting in May following
the election of said board or any member thereof. At this meeting the board shall elect each
year one of its members to serve as president and one to serve as vice-president. The rules
generally adopted by deliberative bodies for their government shall be observed by city boards
of education. No motion or resolution shall be declared adopted without the concurrence of
