Section 16-10-3 Secretary of board. The principal teacher of the school shall be the secretary
of the board of school trustees and shall attend all meetings of the board except when the
board is in executive session. The principal teacher shall, with the consent of the majority
of the members of the board, have the right to speak upon all questions, but shall have no
right to vote, shall prepare for adoption all reports required by the county board of education,
shall keep all records of accounts of incidental funds, shall keep the minutes of the meetings
of the board in the record book provided by the county board of education and shall conduct

Section 16-1-8.1 Classroom instructional support. (a) For purposes of this section, classroom
instructional support means all elements of classroom instructional support as provided in
the Foundation Program, with the exception of textbook funds, as specified in Sections 16-6B-10
and 16-13-231, including, but not limited to, library enhancement, student materials, professional
development, technology, common purchases, and other classroom instructional support approved

Section 16-16-10 Disposition of proceeds of bonds. (a) The proceeds of all bonds, other than
refunding bonds, issued by the authority remaining after paying expenses of their issuance
shall be deposited in the State Treasury and shall be carried in the State Treasury in a special
