Section 16-1-44 School emergency operation plans. (a)(1) Each local board of education shall develop and adopt a comprehensive school emergency operations plan for each school under the authority of the board. (2) The local board or its agent shall examine the conditions and operations of each school under the authority of the local board to determine hazards to student and staff safety and shall propose changes, if needed to promote the prevention of dangerous problems and circumstances. (3) In developing the plan for each school, the local board or its agent shall involve community law enforcement and safety officials, including community fire and emergency management assigned to the school. (a) Law enforcement agencies shall take special precautions to ensure that law enforcement records and files concerning a child will be maintained in a manner and pursuant to those safeguards that will protect against disclosure to any unauthorized person, department, agency, or entity. (1) To solicit, encourage, and guide the development of quality public charter school applications, every local school board, in its role as public charter school authorizer, shall issue and broadly publicize a request for proposals for public charter school applications by July 17, 2015, and by November 1 in each subsequent year.
