Section 16-6F-5 Enrollment; credits; student capacity; records. (a) Open enrollment.
(1) A public charter school shall be open to any student residing in the state. (2) A school
system shall not require any student enrolled in the school system to attend a start-up public
charter school. (3) A public charter school shall not limit admission based on ethnicity,
national origin, religion, gender, income level, disability, proficiency in the English language,
or academic or athletic ability. (4) A public charter school may limit admission to students
within a given age group or grade level and may be organized around a special emphasis, theme,
or concept as stated in the school's charter application, but fluency or competence in the

Section 16-33A-1 Definitions. As used in this chapter, unless the context requires otherwise,
the following terms shall have the meanings respectively ascribed to them by this section:
(1) ACHE. The Alabama Commission on Higher Education. (2) ALABAMA RESIDENT. A person who has

for gifted and talented children. (a) The Legislature finds and declares the following: (1)

Section 36-1A-5 Participation limited to voluntary, charitable, health and human care
federations and agencies with a substantial local presence. (a) Participation in the Alabama
State Employee Combined Charitable Campaign shall be limited to voluntary, charitable, health
and human care federations and agencies with a substantial local presence that provide or
support direct health and welfare services to individuals or their families and meet the criteria
set forth in this section. "Substantial local presence" is defined as a facility,
staffed by professionals or volunteers, available to provide its services and open at least

Section 16-23-16.1 Creation of Professional Teachers Standards Commission; designation
or development of entry-level pre-certification examination for teacher candidates. (a) The
Legislature finds that Alabama is alone among the southern states in not testing teacher candidates
before allowing them in the classroom, and acknowledges that the need exists to establish,
maintain, and enforce minimum professional standards for teacher candidates in the State of
