Section 21-9-11 Duties of commissioner. (a) The commissioner shall direct all matters
involving the department in conformance with state and federal law and the policies of the
board. (b) The commissioner shall perform the following specific duties: (1) Enforce the rules
and regulations of the board governing the department's services and programs. (2) Appoint
to positions of employment those professional, clerical, and other assistants, including specialists
and consultants, on a full or part-time basis as may be needed. The number of employees, their
qualifications, their compensation, and all other expenditures of the commissioner shall be

shall be construed as preventing or restricting the practice, services, or activities of any
of the following: (1) Any person who is licensed in Alabama or certified by an organization

Section 40-25-23 Disposition of funds. All revenues collected under the provisions of
this article, except as otherwise provided, shall be paid to the Department of Revenue by
check or draft made payable to the Treasurer of Alabama, and shall be distributed in the following

of the Workforce Development Division of the Department of Commerce. All of the powers, authority,

Section 16-6A-16 Plan for in-service education centers; governing boards; requirements
of centers; school systems to affiliate with centers. (a) A comprehensive plan shall be established
by the Governor's Educational Reform Commission and implemented for the development and location
of in-service education centers for the purpose of providing rigorous in-service training
in critical needs areas for the state's public school personnel. These in-service centers
