Section 14-2-37 Swap agreements. Notwithstanding any other provision of law, including
without limitation Article 3, commencing with Section 41-1-40, of Chapter 1 of Title
41, the Alabama Corrections Institution Finance Authority shall not enter into any swap agreement

of an offense, other than a sex offense involving a child as defined in Section 15-20A-4,
