is intended to aid the state through the furtherance of the purposes of the part by providing
an appropriate and independent instrumentality of the state with full and adequate powers

Section 11-99A-20 Exemption from taxation. (a) Each district, and the bonds and interest
and income on the bonds of the district, shall be exempt from all taxation by the state or
any other public person and all of its property, purchases, sales, and usage, and the recordation

The proceeds of the bonds, other than refunding bonds, remaining after paying the expenses
