The council or governing body of the city shall have the right to construct or cause to be
constructed sidewalks and curbing in the territory exempt from city taxation under the provisions
of this article and assess the cost and expense thereof against the abutting property in the
same manner and under the same laws and to the same extent as it is authorized to construct
similar betterments in the territory within the corporate limits of said city which is not

installments thereof; advertisement and sale of property assessed for improvement generally.
If the property owner who has not elected to pay in installments fails to pay his assessment
within 30 days or, having elected to pay in installments, fails to pay the first installment
in 30 days from the date of the assessment or makes default in the payment of any annual installment

department shall institute a proceeding against a licensee for the imposition of licensee
penalties by filing and serving a complaint as to the licensee, giving notice thereof to the

The municipality, upon review of the self-help business improvement district plan submitted,
may, after public hearing, adopt an ordinance to designate, establish, and maintain the area
described in the plan as a self-help business improvement district. The ordinance shall provide
for an effective date which is sixty (60) days from the date of adoption of the ordinance
by the municipality and shall provide that, if the owners of real property which represent
one-third ( 1/3 ) or more (by number) of all parcels of real property located within the geographical
