Section 22-23B-2 Definitions. The following words and phrases, whenever used in this chapter,
shall have the following respective meanings unless the context clearly indicates otherwise:
AUTHORITY. The corporation organized pursuant to the provisions of this chapter as a public
corporation, agency and instrumentality of the state and known as the "Alabama Drinking
Water Finance Authority." AUTHORIZING RESOLUTION. A resolution, order or other proceedings
adopted by the board of directors of the authority authorizing the issuance of bonds, agreements
and related matters. BOARD OF DIRECTORS. The board of directors of the authority. BOND PROCEEDS.
The net proceeds of sale of bonds or notes, and the income derived from the investment of

Section 22-21-183 Disposition of proceeds from borrowing. (a) The principal proceeds derived
from any borrowing made by the corporation under Section 22-21-182, other than borrowings
made for refunding purposes, shall be used solely for: (1) The purpose or purposes for which
such borrowing was authorized to be made, including architects' and engineers' fees; (2) Legal,
fiscal and recording fees and expenses incurred in connection with such borrowing; (3) The

Section 22-23B-3 Revolving Loan Fund established; maintenance; administration. There is hereby
established the State of Alabama Drinking Water Revolving Loan Fund, which shall be maintained
in perpetuity and operated by the department as agent for the authority for the purposes stated
herein. Grants from the federal government or its agencies allocated, allotted or paid to
the state for capitalization of the revolving loan fund, state matching funds where required,
and loan principal, interest, and penalties and interest income and all other amounts at anytime

Section 16-3-28 Authority of board and trustees of institutions to borrow from federal agencies
