Section 41-23-80 Legislative findings. The Legislature finds that the development, management, efficient consumption, and conservation of residential energy resources are of prime importance throughout this state and this nation. It is also important to ensure the protection of the economic and environmental values of Alabama's citizens. It is the intent of the Legislature to do each of the following pursuant to this article: (1) Encourage the conservation and efficient use of residential energy resources within this state's counties and municipalities. (2) Provide a governmental environment that will promote an initiative for the implementation of the Alabama Energy and Residential Codes by the units of local government. Section 11-50-340 Definitions. As used in this article, the following words and terms shall have the following meanings unless the context shall indicate another meaning or intent: (1) CITY. The Legislature finds all of the following: (1) It is estimated that within the municipalities of the state, there exist several thousand parcels of real property that due to poor design, obsolescence, or neglect, have become unsafe to the extent of becoming public nuisances. Much of this property is vacant or in a state of disrepair and is causing or may cause a blight or blighting influence on the city and the neighborhoods in which the property is located.
