Section 41-23-153 Establishment and administration of financing program. (a) The department,
in cooperation with public and private sector partners, shall establish a financing program
to provide financing to retailers to construct, rehabilitate, or expand grocery stores in
underserved communities in urban and rural low and moderate income areas. (b) The department
may contract with one or more qualified nonprofit organizations or community development financial
institutions to administer this program through a public-private partnership. The department
shall establish program guidelines, promote the program statewide, evaluate applicants, underwrite
and disburse grants and loans, and monitor compliance and impact. The department may develop
rules in accordance with the Administrative Procedure Act to carry out the program and to

Section 4-3-14 Issuance and sale of bonds by authority; form, denominations, terms, etc., of
bonds. The authority shall have the power and is hereby authorized at any time and from time
to time to issue and sell its interest-bearing revenue bonds for any of its corporate purposes.
The principal of and the interest on all such bonds shall be payable solely from, and may
be secured by a pledge of, the revenues derived by the authority from the operation of any
or all of its airports, heliports, facilities and other property. None of the bonds issued
or contracts entered into by the authority shall ever constitute or create an obligation or

to borrow money and to issue revenue bonds as evidence of any money so borrowed, which bonds

(a) Except as otherwise provided in subsection (b), whenever in the judgment of the council,
commission, or other governing body of a city or town it may be necessary or expedient for
