Section 11-50-76 Publication of ordinance or resolution. The ordinance or resolution provided
for in Section 11-50-75 must be published once a week for two consecutive weeks in some newspaper
published in said city or town. If no newspaper is published therein it may be published either

valid permits shall engage in the business of providing solid waste management services to
residential property within the county. Fees for such service shall be established by resolution
or ordinance of the Mobile County Commission, consistent with the provisions of franchise

Section 11-99-4 Creation of tax increment districts and approval of project plans. In order
to exercise its powers under this chapter, a public entity shall take the following steps:
(1) The local governing body shall hold a public hearing at which all interested parties are
afforded a reasonable opportunity to express their views on the concept of tax increment financing,
on the proposed creation of a tax increment district and its proposed boundaries, and its
