Section 41-16-75 Sole source purchases. State entities seeking to purchase goods or services
from a sole source vendor may do so only upon the approval of the Department of Finance, through
the Division of Purchasing, unless the purchasing state entity is authorized by law to conduct

purchasing state entity establishes that no other goods or service can meet its needs and
