Section 31-9-82 Committee. (a) There is hereby established the Alabama Disaster Recovery Program Committee, which shall be convened solely for purposes provided under this article. The committee shall consist of the following members: (1) The Director of the Department of Transportation, or his or her designee. (2) The State Forester, or his or her designee. (3) The Director of the Emergency Management Agency, or his or her designee. (4) A county commissioner appointed by the Association of County Commissions of Alabama. The several councils of cities or towns shall divide such cities or towns into wards having as nearly as may be the same number of inhabitants, the lines thereof conforming to the center of the streets or alleys and being rectangular as far as practicable.
