Section 31-5-3 State Board of Veterans' Affairs. (a) The State Board of Veterans' Affairs shall
consist of the Governor, as chair, and representatives, to serve for a term of four years
from the date of their respective appointments, who shall be selected from the memberships
of the Alabama Department of the American Legion, the United Spanish American War Veterans,
the Veterans of Foreign Wars, the Disabled American Veterans, Veterans of WWI of the USA,

of board. (a) Each board created under the provisions of this article shall be deemed to be
a public agency or instrumentality exercising public and governmental functions to provide

Section 33-9-2 Authorization; provisions. The Governor, on behalf of this state, is hereby
authorized to execute a compact, in substantially the form as provided hereinafter, with the
State of Mississippi: Article I. The purpose of this compact is to promote the development
of a deep draft harbor and terminal to be located on the continental shelf of the United States,
