(a) The commission may purchase, lease, acquire, or otherwise implement a statewide wireless communication system to serve first responder users in state and local governments and those private entities that enter into a partnership with the commission. (a) A disqualified person may not acquire or hold an interest in a horse racing facility licensee or an operator.
