All ordinances and resolutions of the municipality in effect at the time of the adoption of the mayor-council form of government herein established shall continue in effect unless and until changed or repealed by the council. Section 36-7-2 Reimbursement of county or municipal officers or employees for traveling expenses - To whom statement presented; approval or disallowance of statement. Neither the council nor any of its members shall direct or request the appointment of any person to, or his or her removal from, office or position by the mayor or by any of his or her subordinates, or in any manner take part in the appointment or removal of officers and employees in the administrative service of the city.
