Section 11-43-49 Proceedings - Time and place of meetings generally; appointment of temporary
chairman or election of president pro tempore. The council shall determine the time and place
of holding its meetings, which at all times shall be open to the public, and, in towns and
cities of less than 12,000 population, in the absence of the mayor, shall appoint a temporary
chairman, which appointment shall be entered of record. In cities of more than 12,000 population,

Section 11-43-42 Exercise of functions of mayor during absence or disability of mayor; filling
of vacancies in offices of mayor, president and president pro tempore of council. (a) In case
of the absence of the mayor from a city of 12,000 or more inhabitants or his inability to
serve on account of sickness or any other good reason, the president of the council or the
president pro tempore of the council in case of absence or disability of the president of

shall hold its annual meetings each year at the office of the commissioner on the second Tuesday
in November. Other regular meetings shall be held on the second Tuesdays in February, May
