Section 11-43C-71 City improvements costing more than $3,000.00 to be executed by contract;
bidding on contract; alteration of contract. Any city improvement costing more than $3,000.00
shall be executed by contract except where such improvement is budgeted and authorized by
the council to be executed directly by a city department in conformity with detailed plans,
specifications, and estimates. All such contracts for more than $3,000.00 shall be awarded
to the lowest responsible bidder after such public notice and competition as may be prescribed
by resolution or ordinance; provided, however, the mayor shall have the power to reject all
bids and advertise again. Alteration in any contract may be made when authorized by the council
upon the written recommendation of the mayor. Nothing in this chapter shall be construed to

Section 11-44B-51 Adoption of rules and regulations. Within 12 months from March 15, 2006,
the city council shall adopt and have published the rules and regulations in accordance with
this article. The rules and regulations and all amendments thereafter shall be adopted by
ordinance of a general and permanent nature and codified in the city code. Any reference in
any ordinance, resolution, or code of any city electing to be subject to this article to any

Section 11-45-4 Veto of ordinances and resolutions, and passage over veto generally. (a) Except
as provided in subsection (b), if the mayor shall disapprove of any ordinance or resolution
transmitted to him or her as provided in Section 11-45-3, within 10 days of the time of its
passage by the council, he or she shall return the same to the clerk with his or her objections
in writing, and the clerk shall make report thereof to the next regular meeting of the city
council. If two thirds of the members elected to the council shall adhere to the ordinance

Section 11-42-2 Annexation election and proceedings generally; proceedings where parties consent
to annexation. Whenever the council shall pass a resolution to the effect that the public
health or public good requires that certain territory (described in the resolution) shall
