Section 41-10-239 Property rights not to be affected by article; sections imposing licensing
requirements, taxes, etc., are void if such requirements not otherwise imposed. It is the
intent of this article that it shall not restrict or impair the real, personal or mixed property

Section 45-26-130 Appointment and employment; duties; compensation; equipment and facilities.
(a) This section shall apply only in Elmore County. (b) The Elmore County Commission
shall appoint and employ a county engineer or chief engineer, who shall be a thoroughly qualified

Section 13A-7-29 Criminal littering. (a) A person commits the crime of criminal littering
if he or she engages in any of the following acts: (1) Knowingly deposits in any manner litter
on any public or private property or in any public or private waters without permission to
do so. For purposes of this subdivision, any series of items found in the garbage, trash,
or other discarded material including, but not limited to, bank statements, utility bills,
bank card bills, and other financial documents, clearly bearing the name of a person shall
constitute a rebuttable presumption that the person whose name appears on the material knowingly

purpose of aiding and cooperating with the authority in the planning, development, undertaking,
construction, extension, improvement or operation of airports, heliports and air navigation

may cause proceedings to be instituted in the name of the State of Alabama for the acquirement
by condemnation of any lands, rights-of-way or material needed for the use of the penitentiary,
or the maintenance or operation of the prison system of the state, the purchase of which may
