Section 23-8-5 Program purposes; annual report. (a) The net tax proceeds allocated to ALDOT
in subsection (c) of Section 40-17-371 shall be used for the following program purposes, and
ALDOT shall annually report the results of the programs and itemize the specific projects
to the Permanent Joint Transportation Committee of the Alabama Legislature in compliance with
such procedures established by or for the committee: (1) Congestion Relief Program - The purpose
of this program is to add capacity to state, U.S., and Interstate routes in highly congested
areas of the state. ALDOT shall develop an assessment and prioritization plan to allocate
funds for congestion relief projects on the state's transportation infrastructure. (2) Economic

Section 37-11B-2 Legislative findings. The Legislature finds and determines that: (1) There
exists in the State of Alabama a continuing need to construct, improve, and invest in rail
and rail infrastructure within the state. A strong rail infrastructure promotes economic development
and employment opportunities and promotes the public good and general welfare of the state.
(2) The public purpose of this chapter is to develop a coordinated program related to the

Section 16-6A-16 Plan for in-service education centers; governing boards; requirements of centers;
school systems to affiliate with centers. (a) A comprehensive plan shall be established by
the Governor's Educational Reform Commission and implemented for the development and location
of in-service education centers for the purpose of providing rigorous in-service training
in critical needs areas for the state's public school personnel. These in-service centers

Section 9-9-5 Establishment of district - Jurisdiction generally; purposes. (a) The court of
probate of any county of the State of Alabama shall have jurisdiction, power and authority
to establish water management districts, as provided in this article for the following purposes:

Section 11-40-16 Creation of enterprise zones within Class 1 cities; purpose. (a) The Legislature
of Alabama hereby finds and declares that the health, safety, and welfare of the people of
Class 1 cities are enhanced by the continual encouragement, development, growth, and expansion
of private enterprise within this state. That there are certain economically depressed areas
in such cities that need particular attention to create new jobs, stimulate economic activity,
and attract private sector investment rather than government subsidy to improve the quality

funeral establishment, or branch thereof, may operate a crematory for the purpose of cremating
