Section 31-14-3 Creation; composition; meetings; compensation; powers and duties. (a) There is created the Alabama Job Creation and Military Stability Commission. Members of the commission shall include a chair and two vice chairs. The chair shall be the Lieutenant Governor, or in the absence of a Lieutenant Governor, the chair shall be the Governor, or his or her designee. The vice chairs shall be the President Pro Tempore of the Senate, or his or her designee, and the Speaker of the House of Representatives, or his or her designee. (a)(1) The personnel board shall consist of five members designated respectively as Member 1, Member 2, Member 3, Member 4, and Member 5, each of whom shall be over 19 years of age, of recognized good character and ability, a qualified elector of Mobile County, and shall not, when appointed nor for three years then next preceding the date of his or her appointment have held elective public office, nor have been a candidate for public office. (a) The party states hereby create and establish a joint public entity known as the Interstate Commission of Nurse Licensure Compact Administrators.
