for the administration of this paragraph. c. Licensed motor vehicle dealers shall not be required
to register vehicles in the name of the dealership for vehicles held for resale. The dealership
shall register any motor vehicle and purchase an Alabama license plate of the proper classification
for any motor vehicle purchased, leased, or otherwise withdrawn from dealer inventory for
private, personal, or business use by any person, including any of the dealership employees.
(5) Any person failing to register a motor vehicle by timely transferring the license plate
as provided by subsections (a)(2) and (a)(4) above and (a)(7) below shall pay a penalty of
fifteen dollars ($15). The penalty shall be paid into the treasury of the county, with the

Section 36-27-21.3 Cost-of-living increases; funding. (a) There is hereby provided, commencing
October 1, 1982, to any person retired prior to October 1, 1981, under the Teachers' Retirement
System or Employees' Retirement System of Alabama and who is receiving a retirement allowance
therefrom, a cost-of-living increase of $1.00 per month for each year of creditable service
attained by said member; provided any person retired under the provisions of Section 36-27-7,
or 36-27-7.1 shall receive an increase of $.50 per month for each year of creditable service
attained by said member. In addition to the foregoing amount an additional $1.00 per month
increase may be granted upon the occurrence of certain conditions set forth in subsection

Section 16-25-21 Method of financing. Effective October 1, 1997, all the assets of the retirement
system shall be credited according to the purpose for which they are held among three funds,
namely: The Annuity Savings Fund, the Pension Accumulation Fund, and the Expense Fund. The
operation of the former Pension Reserve Fund and the Annuity Reserve Fund shall be discontinued
