Section 1-3-4 Fiscal year of state. The fiscal year of the government shall commence on the
first day of October and end on the thirtieth day of September. This fiscal year shall be
used for purposes of making appropriations and of financial reporting and shall be uniformly

first day of the third month next preceding each regular business session of the Legislature,
the Department of Finance shall prepare an estimate of the total income of the government
for each budget year, in which the several items of income shall be listed and classified

Section 41-4-90 Availability and effect of appropriations; restriction of allotments by Governor.
No appropriations made by the Legislature shall be available for expenditures until allotted
as provided for in Section 41-4-91. All appropriations, except per capita appropriations now
in force or hereafter made to eleemosynary and correctional institutions and the Alabama School
