other than earth are included within the definition of a landfill. BE IT ENACTED BY THE LEGISLATURE
OF ALABAMA:Section 1. Section 22-27-2, Code of Alabama 1975, is amended to read as follows:
§22-27-2. "For the purpose of this article, the following terms shall have the meanings
respectively ascribed to them by this section: "(1) AGENCY. Any controlling agency, public
or private, elected, appointed, or volunteer utilizing methods approved by the health department
or the department for the purpose of controlling and supervising the collection or management
of solid wastes or recyclable materials. (2) ALTERNATIVE COVER. Material other than earth
used to cover a landfill or sanitary landfill. An alternative cover shall be approved by the
Department of Environmental Management in compliance with federal...

processes for the issuance of a concealed carry permit. Further, each county may maintain
separate databases of individuals authorized to carry a pistol in a vehicle or concealed on
or about his or her person within this state. This bill would standardize a process by which
concealed carry permits may be issued statewide and would create a state concealed carry permit
information system by which relevant data may be maintained and provided to law enforcement.
This bill would also integrate into that state information system existing data relating to
concealed carry permits issued by county sheriffs. This bill would provide that concealed
carry permits may be issued for terms of one year or five years or for the...
