ALABAMA: Section 1. There is hereby appropriated for the support of public education in Alabama
for the fiscal year ending September 30, 2021, for debt service, and for capital outlay to
be paid out of funds specified in subsection (a) of Section 2 of this act, the amounts specified
in subsections (a), (b), (c), (d), and (e) of Section 3 of this act. For the purpose specified
in subsection (b) of Section 2 of this act, amounts are shown by programmatic area and the
total for all programs is shown so as to include estimated sources of funds other than those
listed in subsection (a) of Section 2 of this act. For the purpose of this act, "ETF"

to provide for an additional court cost in cases in the circuit and district courts; and to
provide for the distribution of the proceeds of the additional court costs. BE IT ENACTED
BY THE LEGISLATURE OF ALABAMA: Section 1. This act shall apply only in Monroe County. Section
2. In addition to any court costs now authorized in the district, circuit, and juvenile courts
of Monroe County, there shall be assessed and collected an additional court cost of ten dollars
($10) in all civil and criminal cases, including traffic cases in the district, circuit, and
juvenile courts of the county. Section 3. The additional court costs shall be paid to the
Monroe County Commission and shall be earmarked for security at the Monroe County Courthouse.
Section 4. Nothing in this act shall impair the authority of a circuit or district judge to
