20-FEB-20 SYNOPSIS: Under existing law, any person who for the purpose of financial gain submits
a proposal, bid, contract, or grant proposal to the state is required to include a disclosure
statement. This bill would increase the minimum amount of the proposed contract for which
a disclosure statement is required from five to fifteen thousand dollars; would allow the
use of alternative disclosure statement forms; and would allow for the submission of a single
annual disclosure statement for multiple proposals with the same state agency, department,
or division. This bill would allow for an alternative method of certifying the authenticity
of a disclosure statement. This bill would also exempt from the requirement of submission
any disclosure statement that contains information otherwise prohibited...

1 04-FEB-20 SYNOPSIS: Under existing law, state contracts for goods and services in excess
of $15,000 are generally required to be let to the lowest responsible bidder, although a state
agency may award a contract to a preferred vendor, as defined, if the bid is not more than
five percent greater than that of the lowest responsible bidder who is not a preferred vendor.
This bill would establish a preference for bidders on state contracts which are geographically
disadvantaged business enterprises and would require state contracts for goods or services
to be let to geographically disadvantaged business enterprises if the bid is within three
percent of the lowest responsible bid. This bill would require the Department of Finance to

This bill would require the Joint Transportation Committee to select a qualified, independent
entity to complete an economic impact study related to the toll project prior to construction
and prior to the public hearing, would require the public posting of the study, and would
require that the study be transmitted to the Alabama Toll Road, Bridge and Tunnel Authority.
