This bill would prohibit the relocation, removal, alteration, renaming, or other disturbance
of monuments located on public property. This bill would prohibit any person from preventing
the governmental entity responsible for maintaining the monuments from taking proper measures
to protect, preserve, care for, repair, or restore the monuments. This bill would restrict
the renaming of a school, street, bridge, building, park, preserve, or reserve which is located
on public property and would restrict the renaming of a municipality or county in Alabama.
This bill would create the Alabama Committee on Memorial Preservation and would provide for
the membership of the committee and the duties of the committee, and would authorize the committee

provide for the construction of four modern, efficient prison facilities to reduce overcrowding,

programs and to improve operational practices and procedures. This bill would require increased
reporting to the Joint Legislative Prison Committee. Under existing law, the Alabama Corrections
Institution Finance Authority is authorized to issue bonds for prison construction purposes.
The Authority is required to construct facilities using plans and specifications of architects
or engineers, or both. This bill would also allow the Authority to construct women's and regional
